Congress finally passed the Haiti Criminal Collusion Act, a sign of hope at a difficult moment.
Faith in Action International issued the following statement on behalf of Francois Pierre-Louis and Claudette David in response to Congress passing the Haiti Criminal Collusion Transparency Act as part of the 2026 National Defense Bill.
“Faith in Action International applauds Congress for passing the Haiti Criminal Collusion Transparency Act of 2025. The law requires the U.S. Government to investigate, report on, and sanction economic and political elites and violent gang leaders who have colluded to make Haiti’s capital, Port-au-Prince and parts of the country a living hell for Haitians. The law sets the record straight about the true causes of widespread violence and kidnapping in Haiti, a necessary step for restoring governance and security. Congress’s action is a potential turning point for Haiti that provides a measure of hope to Haitians at a trying time.
We urge Secretary of State Marco Rubio to fully implement the law, including sanctions on influential individuals who have colluded with violent gangs.
The passage of the Collusion Act is another strong reason for extending TPS for Haitians living in the U.S., given continued high levels of violence and kidnapping driven by gang-elite collusion. The country’s main airport remains closed and deportations are destabilizing once stable areas.
We urge the U.S. and other countries to take the passage of this breakthrough legislation as an opportunity to shift their foreign policy related to Haiti away from supporting elite actors who have colluded with gangs and toward supporting broad civil society efforts to restore governance and security to Haiti.
The law’s passage was the result of a multi-year grassroots campaign among Haitian diaspora communities and friends of Haiti. Faith in Action expresses deep appreciation for Members of Congress from both parties who championed the legislation and to the individuals and organizations who continuously advocated for its passage, including Quixote Center, Tabernacle of Glory Church, National Association of Haitian American Elected Officials, and Faith in Action’s Way Forward in Haiti campaign.”
