We offer ten recommendations from grassroots organizations in Central America for making the Biden Administration’s Root Causes Strategy more effective, including:
- focusing aid on concrete improvements like water, housing, land rights, better jobs, community-based violence prevention, and help for small farmers to adapt to climate change in the most vulnerable communities
- working through local NGOs that are trusted to be accountable to local communities
- conditioning aid on re-opening strong independent anti-corruption/anti-impunity institutions.
The report includes a case study on COFOA’s organizing in El Salvador, to explain what we mean by community-led development.
