Here is the full report from the Root Causes Initiative: KEEP IT LOCAL: Analysis and recommendations for getting U.S. foreign assistance to people, places, and priorities that need it the most in Central America  

We offer ten recommendations from grassroots organizations in Central America for making the Biden Administration’s Root Causes Strategy more effective, including:

  • focusing aid on concrete improvements like water, housing, land rights, better jobs, community-based violence prevention, and help for small farmers to adapt to climate change in the most vulnerable communities
  • working through local NGOs that are trusted to be accountable to local communities
  • conditioning aid on re-opening strong independent anti-corruption/anti-impunity institutions.

The report includes a case study on COFOA’s organizing in El Salvador, to explain what we mean by community-led development.
